I believe the type of moisturizer does play a role. In this study, they used 5% urea.

However in 2010, there was an article published in the British Journal of Dermatology (http://www.ncbi.nlm.nih.gov/pubmed/20649794): It was about Aqueous Cream

-in humans a twice weekly application of Aqueous Cream BP for 4 weeks on a forearm (vs another untreated control area) showed the following:
a. Tape stripping showed reduced stratum corneum thickness
b. Increased Trans epidermal loss (TEWL)
All in all Aqueous Cream BP was suggested it would aggravate eczema (Caveat: the study was done on healthy skin)

In the article the authors do a retrospective study on 271 abstracts and evaluate the effectiveness of baths after one month.
-While they mention that tap water is used there is no mention of baths using bleach, potassium permanganate...

AD severity is associated with bacterial colonization such as by S.Aureus.
The action of baths with "active ingredients" has an antibacterial" effect and this could explain why the "simple" use of tap water is ineffective.
